Unavoidable Update...
I have a personal backup of all the files listed in the patch on SteamDB including the EXE's and DLL's. I recently lost a lot of steam files because of having to reformat (thanks makers of Trojans). My game files are all on a separate drive so they were fine. If I verify files, will it force the update and if so, can I use my backup files (Every file listed in the patch but pre-patch) to downgrade back to 1.6.64?

If you verify files, yes, it will update the game. But, since you say you have everything backed up (presumably all the Skyrim base game plug-ins and all the .BSA files) then yes, you can use those - one reason to always keep a complete back-up of all base game resources if you have a final complete build that you do not want to tamper with.

I appreciate the reply. I ended up letting it update and was able to use the Steam console to download the three previous depots that update replaced. I had all the game files, but I was missing crucial steam files that I couldn't get back without updating. All in all, I am 100% back on 1.6.640.0

just for future reference, that's not enough to get back playing; you need $APPDATA\Local\Skyrim too for plugins.txt at bare minimum for mod load order, but MO2 keeps it's stuff under here too, and you need $USER\Documents\Skyrim blah blah\ for your saves and logs and .inis if you heavily customized them...

from now on, add all 3 locations, and while you're at it, add the appmanifest_489830.acf that defines the game from steamapps\ and libraryfolders.vdf from Steam\ that defines your additional Steam storage media (both of these are a pain to recreate manually)

I always keep a backup of my Plugins.txt and Mods.txt and after this mess, I added everything from that depot download to my backup. I've used Vortex since switching from NMM years ago and tried MO2, but didn't like it. I know everyone says MO2 is superior, but I can do everything with Vortex which I have about 5 years of experience with. (Also, I have a TB of mods for this game I'd have to move) Funny thing is I had originally backed up the app Manifest... on C drive. So, it's not backed up on C drive this time.

Also, a little tip for the Plugin.txt. If you use Vortex, all your save files contain plugin data which you can, with one click, re-enable which recreates the Plugin.txt and Loadorder.txt.
