The engine fixes should increase the limit to 128MB, if you enable the savegame fix option.
Not really, you should get a tool called ReSaver, open your save with it and look which mod has the most script instances.
Unless you play a character for a thousand hours, a save shouldn't get so big.
I am looking for a mod that has that option but that is not engine fixes.
No, you're trying to pump up a leaky tire. It won't work. Fix the save bloat first.

Basically, you need to install this tool, open a save and then have a look at the script instances. If a certain mod has a lot of them, then you should check on its mod page if that is working as intended.
The more recent game updates over the last couple of years no longer overwrites the autosave files and just creates new ones. I've seen the save folder have a backlog of 2,000+ autosaves with folders up to 1.5 GB. I have all autosaves disabled and only use manual saves while within an interior. I will backup these saves and generate new ones during each playtime.
