Just make your own, in the end you will decide what's in your game and what's not. What i don't like about modpacks is, there is always something which annoys me.
You haven't played Skyrim SE for very long, Lust play it unmodded for the first time and make notes of what you want to have changed. Find the mods that make the changes you want. Forget about modpacks!

To actually answer your question: It depends on what you want out of them. Look at the Readme's included and decide if you want something that's basically just a graphic overhaul, a list that adds in a ton of quest content, a hardcore survival experience, or the kitchen sink, Etc.

I happen to like LivingSkyrim, and Lorerim the best, though you need a pretty decent rig to run LS. Just a small side note; authors and curators prefer you to call them "mod-lists" due to the negative views people have on the word Modpack.

That negative connotation is weird to me, it's a pack of mods, that makes perfect sense!

It has something to do with Minecraft modding. Something about not giving people proper credit in the past for their work, I think. It's been an uncomfortable term in modding ever since.

Actually, it is about early mod pack authors not giving credit to mod authors. Many shared "ready packs", which did not offer Nexus downloads. These packs were often configured to work with author's PC and people complaining about them were labeled as whiners.

Later Nexus opened their own mod pack service. Most releases were garbage packs, made by people who had zero understanding of Papyrus scripting engine. Once again, people complaining were guided to complain to mod authors, because pack authors saw no issues in their "absolutely brilliant collection of best Skyrim mods in Nexus!"

Now things have cooled down. But I still avoid all the packs, because I expect them to be made by kids, who have not delved deep enough in to game functions to support full game play.

I know there are functional mod packs and my negativity is caused by bad experiences. I rather build my own mod lists, so I am aware of resource priority and load order conflicts in them.

Why i don't use community shaders, ENB presets, or the ini files which come with a pack.
They made it on their rig the packs. With their hardware. Sometimes it looks awful, cause the maker made it on a potato rig. Sometimes, automatic downloads stopped in the middle of the night, thinking when i woke up the pack would be installed. No, cause it is not just the Nexus anymore. It's AFK, it's MODDB, downloads from someones personal googlecloud. Payed mods from bethesda. And then you have to make an account. But what is most worse. A deleted file on the Nexus, cause the pack maker did not give credit.

When someone asks, which pack they should download. I say make your own. Packs are not for Noobs and Newbies, cause of all the problems which come with them.
And never use, Wabbajack, it's crap.

Also you find seldom a modpack that's entirely to your liking I mean it's up to the pack author and he might prioritise something that you don't want.

It's always what the author's taste is also some pack are VERY large so adding mods is not recommend

Yep. Luckily I know how to edit ENB files. I picked preset and spent an evening tweaking it for my own rig.

Of course, people throw in all sorts of crazy "requirements", despite that ENB does not actually demand any of them. Those + level stupid edits in ENB configuration files will cause issues for other users.

After 8 months of modding every single day. And more then a 100 clean installs. I now know about what 80 percent means which is included. And if not i just google. I take my time, modding. For me that's the game. Specially cause i like flora, and with 8K and all. It turned into a hobby to make it all look real. Which is disturbing cause some tree's on my screen look more real. Then the tree's 50 meters away from me, on the other side of the road.
