That is what is supposed to happen. Once you buy the Anniversary Upgrade, starting the game and getting to the main menu the download should start automatically. If it doesn't, you can try manually downloading the things from the Creation menu.
If neither of those work, you may have to go to Bethesda's website and make sure you have the proper account linked.
Now if you mean game version, that has absolutely nothing to do with having the Anniversary Upgrade. It is true that when the Anniversary stuff came out, a new game version was released along side it. But Anniversary Upgrade or not, if you have installed the game since January you have the current game version (1.6.1170).
If you have Skyrim SE game version. 1170 you will have 4 free CC content mods. If you paid extra for AE CC content full package you will have around 80 of them.
They will download when you launch the game with the game launcher. If you have a modded game and use SKSE, you need to use the vanilla launcher to start the download and once finished close game and then go back to SKSE launcher.
Which number is bigger? 640 or 1170? 1.6.640 is not the most recent version. The most recent version is 1.6.1170.
You don't update from 1170 to 640. That would be a downgrade, not an update. Unless it gives you an option to choose (and in this case it does not give you an option), Steam always installs the latest version when you choose to install a game.
Easy mistake to make at first, if you only look at first numbers.
1170 is indeed a bit more than 640.
Compiler update was one of the most welcomed update this game ever got. BGS was "malicious enough" in their actions to provide direct support SKSE, so that it got over the update fast.
