Cloud saves between steam deck and desktop not showing up

So recently I got myself a steam deck and decided I want to get some more Skyrim in. Got the game all loaded up and added in a few creation club mods. I started up a new character and everything was going good. I went to my desktop to continue playing the same save and it wasnt there. The desktop version has all the same creation club mods loaded and in the same order.

Both the steam deck and the desktop version say that my steam cloud is up to date. I tried also making a new save on the desktop version, but that did not show up on the steam deck. What is weirder, is the steam deck has saves available from old play throughs, but again not the new ones.

I have done some googling already and tried a few little things I had found from old posts in various places like turning cloud sync on and off and restarting steam on both the steam deck and desktop. I also did the verify files stuff. So far none of those ideas have worked.

Does anybody know why this might be happening or know some other tricks to get this to work that maybe I havnt seen in my searches? I just want to be able to play the same save between desktop and steam deck!

on windows to view your saved files in the steam cloud
click on steam help -> steam support -> my account ->data related to account
scroll down to uploaded content section then steam cloud

on windows check cloud_log.txt and cloud_log.previous.txt files in folder
...\steam\logs
lines with appid 489830 are about this game. do not know where the logs are on steam deck (if there are any)

while that is useful info, I didnt know I could go through steam to see all the cloud data, it doesn't change that the saves are not actually syncing for cloud saves between the two devices. It SAYS its up to date, but really its not. Cloud saves are working for other games too, so its some weird mix between the cloud save and skyrim.

the cloud_log.txt file hopefully should say something like file was uploaded or errors or something

ohhh, ill have to look further into that for errors, and I think I did scroll through some of those links before but will take another look at the suggestions there
