That aside, it may be a mod (definitely not XP32 skeleton, nor a pure animation mod), but if so, it is not one which I am familiar with. Also, if you wish to test as to mod conflicts, you must test on a vanilla save - as you cannot remove a mod and test on a save in which the mod was installed, as data is baked into the save. I create a new character when removing mods and I capped my fps at 60 and removed ordinator and I am still having the same issue. My game also runs very stable uncapped with no physics problem I am aware of or seen so it hasn't been an issue. I just can't figure out why npcs are not getting knocked away. I used unrelenting force on movable objects like pots and they go flying like they should both capped and uncapped its just live npcs that don't.

link is a problem someone else had sorda similar to yours.
his unrelenting shout would stagger enemies then 6 seconds later the enemies would then fly backward.
according to this person. the mod that was causing this issue was soundsof skyrim mod.
do you have that mod? if so try uninstalling that particular mod and see if the problem still occurs.
I don't but thanks for letting me know about it so I can avoid another headache.
