The Spell I use:
Illusion - Muffle
Alteration - Telekinesis
Conjuration - Soul Trap
Restoration - Turn Undead
Destruction - Whatever cost the most at the time
Calm spell and the same mudcrabs works for illusion, but harmony and a large city works better.
Sunfire spell from dawnguard helps a lot with restoration, since it damages undead.
Transmute ore spell helps with alteration, but not as much as holding something with telekinesis and fast travelling (but that's an exploit)
And destruction is based on damage done to enemies, so no short cuts....
If you don't want exploits, your only choice is to use the spells with the most expensive base casting cost (in general) as often as possible. And avoid dual casting Destruction spells, as that kills the enemies faster but with no extra experience points.
Unfortunately, leveling up fast usually requires an exploit of some kind (like fast traveling Telekinesis, soul trapping corpses, summoning something then slowly attacking it with bound weapons until it becomes hostile) or just spamming it in cities (muffle or similar).
"Use it as often as possible" is the way to level all skills normally without exploits. Also make sure to have the appropriate Standing Stone powers activated (the Mage stone, combined with the Lover Stone power in the Aetherial Crown), and sleep in a bed with your spouse nearby. (Make sure to unequip the crown before resting, then equip it again afterwords.) Though you might consider that part an exploit.
Actually it only reliably levels restoration, equilibrium gives very little Alternation xp. Telekinesis is much faster. Turn Undead also levels restoration faster than healing will, just need to find an undead it works on, though with the amount of tombs around it shouldn't be hard.
I actually use the Hall of the Dead in Whiterun, there are 3 weak skeletons down there, however I do not believe they respawn if you had already killed them.
for conjuration, i've noticed summoning dual swords in combat makes it level up super fast, idk if that would be considered an exploit lol
