Also, just so you're aware, the dragon attacks are paused during the kynesgrove phase of the main quest. You can actually progress the quest up to the point where you get all three words of unrelenting force and then pause the dragon attacks by not following her to kynesgrove.
You may have 1-2 attacks between whiterun and the horn, but you get all of unrelenting force this way.
The Skeletal Dragon as part of the College and Durnehviir as Part of Dawnguard are always there. The Twin Dragons of the Forgotten Vale should spawn but they don't because they give souls and you can't absorb souls yet.
That's the latest you can progress in the MQ without dragons Spawning. You can't finish the civil war if you do this though.
Yes - those skies are quiet and peaceful. It really changes the game. I'm enjoying it.
If I recall Balgruuf you can't get close to him without Irileth topic / quest forced starting and then you get blocked on the main road to Rorikstead just outside Whiterun, with another forced start in radius quest. So either it's block off part of the map or never talk to Balgruuf again if you turn in the Dragonstone.
But I forget kind of maybe there is a line of text from Baalguf...
or maybe you can cancel key out of it.

So that is the last chance to avoid probably...

You can just turn-off dragons. (You can also leave dragons, but only at walls).
I got into Whiterun ok saying I needed to talk to the Jarl, and I can access the Alchemy Lab and Arcane Enchanter in Dragonsreach but have to avoid tallking to Irileth.
Bleak Falls Barrow has not started.
No dragons this time round, great fun.
The Dragonstone is a bane in survival mode, an undroppable 25 unit deadweight, the main reason I didn't take it.
