Mod Follower (Kaidan) issue

Note that I have posted this on the mod discussion but I thought I'd ask here.
Has anyone ever had an issue with a mod follower who just stops interacting? Well specifically, when you go to speak to them, nothing happens unless they have something story-related to say. Kaidan worked fine for the longest time then I installed Inigo and put the patch in for dialogue between the two of them. After that Kaidan would not respond so I can't change his gear, ask him to take a rest, send him home, or anything else. I then completely uninstalled all the mods related to him, started the game, saved, and reinstalled and had to go back and get him at the prison again, thought it was fixed, and then about 30 minutes later, when I went to the museum to drop some stuff off, it happened again.

Please note I've tried every console command I could. Not the least of which are resetai, readding him as a follower, doing a reset through his options in MCM, disable/enable, etc. Nothing makes a difference.
