Legate Quentin Cipius after Battle of Champions completed

So I completed the Battle of Champions siding with the empire (it helped that a rather tough dragon chose that time to attack). The quest completed, and I got a letter of commendation, but there's nothing that follows.

So I tried returning to Legate Quentin Cipius, and he tells me that the enemies are going to be attacking, and I should head to the front lines. I thought the battle of champions was at the front lines. I have no quest marker to tell me where that is. Everyone at the battle is either dead or went home.

How do I get the civil war quest to continue, because I have nothing else related to the civil war in my quest log.

you have started the civil war by going to solitude and talking to general tulius?

If you have, and the last bit didn't give you a next step, going to solituse and tlaking to him usually gives you a clue as to where the next step is... and it's usually talk to legate rikka.
