is there a way to reset perks? maybe a mod?

Use the Black Book: Waking Dreams, in return for a dragon soul you can reset a perk tree.

You can also make a skill Legendary once it reaches 100, it resets the skill and refunds your perks.

The book is better if you just want your perk points back, it does not affect the skill level.

When you do Dragonborn (going to Solstheim and dealing with Miraak), as part of the main Dragonborn quest, you will encounter them (most are in the Apocrypha).

I think at the end of the Dragonborn DLC solstheim questline you will get the ability to reset spent perks to choose from any of the perk tree from a speficic perk tree like two handed sneak enchanting conjuration and another way to reset perks is if a skill is at 100 you can reset it back to 15 and this will give you perks back.

There is a mod that adds a potion you can buy from Elgrim in Rifton or just randomly from some merchants. Its called Ish's Respec Mod

Do not add any mod mid game. When you kill Miraak before you leave that area you can respec then. And any time you read the book again.
