Added that you can make them "stunned" for a while with a power attack, chain a couple together and recoup with their telegraphed moves.

Dragon Fire is hot, but not that hot, whilst it could melt steel armour, a block of stone wouldn't be touched.
Care to share your sources with that data? 😅 How do you know how hot is their fire in theory? In game one can only guess its pretty cold since wooden villages such as Riverwood are doing pretty well while dealing with flying flamethrowers. But if we're talking about Alduin - he can summon meteor shower. Poor straw will catch on fire, better hide it beneath some wood!
Did you know that on average steel has a higher melting point than stone, really depending on what kind of rock we're talking about. So if that steel armor is actually melting, you bet those blocks of stone are not having a good day.
All of which is irrelevant, the actual amount of heat generated by Dragon fire is debatable and most definitely not set in lore. Plus some dragons have stronger thu'ums than others.
But the amount of known lore on this is minimal at best.
On top of what you said, it's also safe to assume that the reason that everything doesn't get burned down by the dragons is because bethesda didn't program it in, duh...as withered said it's a game design thing and also almost definitely a game engine limitation. Really don't think Skyrim's engine has the capability of simulating fire spreading and burning things down, best they can do is put some flame particles on things. And in the intro I assume the buildings in Helgen probably get swapped to the destroyed versions during the moment when your camera is locked looking down at the floor while Alduin flies overhead.
So yeah - we can only speculate since the game isn't completely reflective of the lore...always the case with limitations of being a video game.
