If you are getting warnings, post a screenshot of whatever you are seeing--this community needs absolutely precise information to even attempt to troubleshoot Open Cities.
The modpage spends quite a bit of time on configuration and patching issues. Read the modpage carefully to see if your issue is mentioned; you may be missing a patch to reconcile OC with one or more of your other mods.
There is a grain of truth behind recommendations to not run OC; it is an extraordinarily sophisticated mod with a giant influence on your modlist. I'm not going to tell you to not run it, but it's one of those mods that you need to construct your entire modlist around and you need to carefully research any mod you add to an OC build.
I'm very specifically only using the creation club stuff thats in the game as open cities is the only thing i want. as far as i could see on that description, it doesnt mention that patch at all but thanks for the information. i already modded the game several times over through nexus and dont really miss it after so many playthroughs. just kinda want open cities back with a vanilla play through of special edition,
