Making a skill legendary?
I have smithing and enchanting at 100. Above it, it says to press space to make it legendary.

Does this mean I will get those points back but keep the perks I've spent those points on? Like if I want to start wearing light armor instead of heavy, I can put those points in that tree now?

Because leveling beyond 81 wasn't intended. Most enemies stop scaling at fairly low levels. Just neutering the XP formula kills the game's progression.

Literally takes less than 20 minutes to hit 100 for each skill

20 Min it optimistic, aside from maybe pickpocket.
When the undead start to run away after hitting them, that tactic will slow down, you need a more confined area, and restoration slows down at higher levels.

Block as well as armor levels better from a giant, a Hagraven it liable to back off an throw a fireball at you, but even in melee range they don't do a ton.

The fastest way to spam levels is Illusion, specifically the Master Spell Harmony. This spell can be safely cast in towns on friendly NPCs and you will not get into trouble doing it as it's a calm spell. This single spell can level you from 15-100 in seconds. And that isn't being opptomistic, it takes 2-3 casts, dependent on how many people you hit with it. Go to any inn in the evening that fills up nicely and cast the spell, which has a 3 second cast time, 15-100 in under 10 seconds.

There is a tiny amount of prep work required though, in addition to reaching Master Level in Illusion, which is still pretty easy with muffle, you'll need enchanted gear (or tgm) to cast this spell, as it cost over 1000 magicka without perks,

No it wasn't intended in classic Skyrim (even impossible?). In Skyrim SE the leveling system (making skills legendary) is intended to level up beyond level 81, and possible. Changing the game setting I mentioned, it's possible to level beyond level 81 without making skills legendary. If Bethesda had not granted us with the Creation Kit for free and banned the use of mods, we wouldn't have such a florishing modding community, and the game would already have been history, while it is now thriving after more than 13 years.

No it wasn't intended in classic Skyrim (even impossible?). In Skyrim SE the leveling system (making skills legendary) is intended to level up beyond level 81, and possible. Agreed, but then Bethesda should never have implemented the legendary leveling system, or implement a higher level cap. Principally legendary leveling can go far beyond level 252. That's the main reason I'm changing the game setting, although I'm still looking for the correct value to set the level cap to 85 or 90.

But without the Legendary patch, how could the Legendary Edition bear that name? Would BGS just lie in the name of a game edition?

Especially when that's basically the last thing to do on the character. At some point, it's just more fun to make a new one.

It is pretty much there for those who have fun challenging the Ebony Warrior who only seeks out the Dragonborn after reaching level 81.
