The Love potion actually sounds better.
But without a mod list (and you don't say if your install remains the same or if you reinstalled the game) we cannot even begin to guess.

The command is:
setrelationshiprank <target> <#>
So you would open the console when in 1st person
click on the NPC you want to change the relationship with.
Type: setrelationshiprank
space
type the reference ID for the NPC as is showing
space
type the desired relationship level
hit enter
close console
You should now have changed the relationship rank of the NPC you targeted.

love potion was oldrim, there's lots of marry-anyone kind of mods, including Marry Anyone, go figure... but if you want a mechanic like love potion, how about stealing a special bow from a little winged cherub instead of a potion to make forced love a more interactive thing than console'ing them into the marriage potential faction?
