Also I summoned him in Blackreach. Which he apparently didnt like, because he
immediately took off running at full speed. And I have no idea where to. :D
Oh, and your link doesn't work for me, I assume it's because it requires you to be online, which is something steam does a lot, lets you think your link is ok because you are there but the minute you go offline it doesn't work..... and the steam crew can't figure out why we aren't happy....
You do not need the skull. If your game is requiring you to have it to summon him, your game is busted. And the issue isn't summoning Arvak - the issue is that his Arvak is different colors than it should be.
No idea on Arvaak being a different colour though.
Yes, it is busted. It is just like any other conjuration spell. You do not need anything in your inventory to use it. The wiki makes no mention of needing to keep the skull on youi to summon the horse, and I can't find any mention at all of anyone else ever saying they needed to have the skull on them to summon. Your game it either busted, you have a mod, or you are special and have a unique copy of the game that works differently from everyone elses.
We aren't even supposed to be able to keep the skull after the quest is complete, but the game fails to take it from us. The Unofficial Patch fixes this.
