Hi, I finished the civil war but I didn't do the blood and ice mission. When I go to buy the house it says "There's an empty house in the city but something unpleasant happened recently."
What can I do?

Blood and Ice should start, when you step in to building. Complete it now, so that building can be cleaned and refurnished.

Thats because Blood on the Ice is notoriously buggy. And any number of reasons can stop it from starting. In my last 2 playthroughs I had to force it, by pickpocketing the key to Hjerim from Tova Shatter-shield. Then go into Hjerim. Pick up and investigate everything in there that you are suppose to do. Then go and talk to the steward, then find Viola myself, and then either turn it in to the Steward, or talk to Wuunferth. All without the quest telling me to do any of that. Because it was so bugged, that I only knew what I was doing, because I've done it a hundred times before. XD

The problem is that my mission is not activated, I have the active mission of "buy the house from the butler" but there is no way

Okay.

Have you talked with Cicero on the road? There is an odd bug in the game, where this quest might stall itself, if you haven't solved his little problem with the cart.

Once that is done, spend night or two in another hold, before returning to Windhelm. There is a chance that quest will then initialize itself, without any further tinkering.

Now, let me highlight the word chance. That quest is indeed notoriously buggy. USSEP fixes worst issues that would prevent it from starting, but completing Civil War first and buying the house first tends to mess things up.

Yes, I did the whole dark brotherhood plot, I recently finished the civil war with the imperials and I ran into this problem, I have the mission "buy a house in Ventalia" but I can't

Took me a while to figure out that "Ventalia" is Spanish word for Windhelm.

If you killed Nilsine during Dark Brotherhood quest, then Tova Shatter-Shield has committed suicide, making Blood on the Ice impossible to initate. USSEP sorts out that bug.

There are plenty of potential problems and workarounds. I think it is best that you check UESPWiki pages for both Blood on the Ice and Hjerim. Solution might be found from Bugs sections.

She might be in the hall of the dead. Its possible thats if she is, the key is still lootable off her.

Better let him use UESP that one is more accurate about some weird bugs that people encounter.

Ok, first you speak spanish better than english right so go to the page he post first, the very first link, then machine translate and go to bugs section at bottom of the wiki over at there check over the bugs that you may encounter and figure out what went wrong in your game to solve it.

try to wait for 48 in game hours if that doesn't work make a save first then use this on Jorleif

intente esperar 48 en horas de juego, si eso no funciona, haga un guardado primero y luego use esto en Jorleif

Now I have the house, I am thane and there is a follower living in the house but I can't decorate it

no funciona
ahora tengo la casa, soy thane y hay un seguidor viviendo en la casa pero no la puedo decorar
