Tonar of Markarth doesn't want to return my things after the quest with the Forsworn ends, and instead starts beating me.
Greetings, comrades! Your help is needed at all costs! Give me hope or, on the contrary, kill my hope. I faced a dilemma: while completing a quest with the Outcasts (a chain of quests related to the investigation of strange murders in the city of Markarth), when the protagonist needs to choose to kill Madanach (the King in Rags) or follow him, I chose to kill the villain. After leaving prison, as I read on the forum, Tonar (Tonar Silver Blood) was supposed to give me my things back that were taken when I first got into prison. But! This bastard starts attacking me instead. That is, I leave prison (or as the location itself is called, the Ruins) and he starts to become aggressive and beat me. I tried to kill him and take things from his inventory, but due to the fact that he is a key character, he is not killable. I tried to re-enter, it did not help either. Are my things now lost forever and the road to Markarth closed? Has anyone else encountered a similar problem and is there even the slightest chance to get things back on track?

Well you can do a couple things, reload an earlier save before starting that quest and drop all your gear into a safe storage somewhere so its not taken by that quest, or try to do it again and make sure you only attack the people attacking you and make sure you dont steal anything that belongs to him that would make him aggressive towards you.

Its been too long to remember when I played last, but I recall that guy being aggressive to me too and I think I stole something by accident clicking on the wrong thing while loot whoring.

If u dont wanna reload, an ya not averse to console jiggery, remove his protection, then murder him...horribly. Sometimes, this command doesn't work

I've been wanting to ask for a long time, when using the console, will Steam achievements be reset and will they continue to be credited, do you know?

Console commands do not disable achievements.
Thank you all for your advice! I found a solution to my problem. I was so upset by this outcome that I even abandoned the game for a while, but now it dawned on me. I used a calm spell on the jarl and everything returned to normal. He, as was intended by the quest, gave me all the things, gave me a prize and went home. This is how simple and straightforward you can solve this problem

I was about to suggest the same. Calm spells are functionally a debug tool for aggressive quest NPCS
