Saints and Seudceres massacreing cities bug

I managed to finish the Saints and Seducers quest, got the 'thank you' and 300 gold (BEYOND not worth it) but these bandits keep showing up everywhere. Worse, they'll butcher an entire city full of NPC's (Windhelm got hit in my case). I have tried everything to get rid of them. Nothing. Is there any way to uninstall this content? I can't seem to figure it out and I've got more than a few hours tied up with that one specific character so I'm hoping to restart (though it's looking like that's my only option)

I ended up lowering their stats and removing their perks with SEEdit because of how absurd they were

Alduin would lose to 3 of these idiots, it's silly

After finishing the quests they never appeared in my game again.
Even before that they never attacked a city.
I wonder why it is different for you.

This. I have never seen them in a city. Or anywhere, other than their quest related camps.

I find it a bit odd I couldn't find a mod to disable the attacks

After you kill Svarig and his friends, do not fast travel to a city! Saints and/or Seducers will attack you there. ( I found this out multiple times)

Talk with Ri'Saad and get your paltry reward then ride or wander the roads until you get attacked. It should be within a few hours. Both groups will attack you either separately or together. After both groups have been dealt with, you should have peace.
