Report a translation problem
To find the version in-game
Open the Menu (same location with game settings) and note the version information in the bottom left of the menu box.
To find the game version outside of game
Navigate to the game install location: Steamapps > Common > Skyrim Special Edition. Look for the game launcher 'SkyrimSE.exe.' Right-click on the file and select Properties. The game version is listed in the Details tab.
Most likely, your game updated to the current version but some of your mods may be outdated or in need of an update. It depends on whether you installed game and mods after say February of this year. Also, if you're using an older character or transferred a character from another PC and the installation doesn't match exactly, this can cause issues.
It will be helpful to post you mod plugin load order. You may do this through your Mod Manager, or you may just navigate to the following location, open the text document in Notepad, and copy & paste the contents here.

I launch steam, then vortex.
Minimize them both then run skse64 as admin.
I had played up to lvl 33 without any mods without probs
then loaded skyui and played for a while no probs.
added 8.4 mod and that is where the probs began.
NPC's started getting stuck all the time on the way to Nightingale Hall.
Took a long time.
Once inside the hall, I put on the armor and answered the question.
Karliah said to follower her but instead of her pulling the chain she walked out the went back home. I found a code to pull the chain myself and stood on the spot. Waited time for 24 hours and she came back.
Now latest bug, I met cicero on the road and talked to the farmer guy. He agreed to fix the wagon but now he won't do it. Just stands around. Dialouge says he is getting tools.
Pretty sure I played about 5 years ago. That was about 2 pc's ago, not had prob with other game with this pc.
The first issue is a known bug with Karliah. The wiki will have some information as to how one can assist her with the pathing issue. One way I got it to work is to immediately engage with Brynjolf after the conversation with Karliah.

The second issue isn't really an issue from what I recall. After convincing Vantus Loreius to help Cicero, you return and let Cicero know that you convinced Vantus to help. Cicero appreciates your assistance with gold and the quest is complete.
Please note that the wiki indicates that when the quest is complete, Cicero and the wagon remain until you either join the Dark Brotherhood or destroy them. This means he is there indefinitely if you decide to do neither of the above.
