Unfortunately, You will not be able to complete this by another means. Silus is essential as he plays a part further into the questline.
Unfortunately, there isn't a way to get the mask if the Rueful Axe was awarded.
You may just create a character with the sole purpose of completing Oblivion Walker.
These will still count toward the achievement as long as the final quest was completed and the artifact was awarded. What you do with it after doesn't matter.
While using console commands doesn't stop achievements (the message when you open the console is an empty one), some Achievements cannot be completed using console. Since you have completed 71 of 75, you may already have been aware of this.
FYI, to complete the Vampire and Werewolf skill tree achievements, I created separate characters for each.
Then do the other artifacts obtained count for the new character? For example all I need to do is 'Pieces Of The Past?
Also I did receive the 'Rueful Axe' I did reflect on that one.

Those are the 17 items and their quests that count for the achievement, though one quest (Ill Met By Moonlight) is supposed to only give you a choice between two artifacts, so 16 normally available. Auriels Bow isn't actually a daedric artifact, but it counts as one for the achievement.
You have messed up two of those (the Masque by killing Barbas, and the Razor by killing Silus), so normally you can't get the achievement. If you do not have the Unofficial Patch, it is possible to get both rewards from Ill Met By Moonlight, and both will count toward the achievement. That is not intended and doesn't always work, but as long as you don't mess up any more of the quests you could still get the achievement that way.
If you have the Unofficial Skyrim Patch, the Skeleton Key counts as an artifact. If you have both the Unofficial Patch and the Anniversary Upgrade stuff, Nerveshatter, the Ring of Khajiit, and the Sword of Jyggalag also count as artifacts, so you can still get the achievement.
Steven listed the artifacts above. I will add that Auriel's Bow is only added to the list when the Unofficial Patch is installed.
You would need to gather all 15 items on one character to complete Oblivion Walker. What I was referring to was that some people tend to play a character with a less chaotic moral standing at first and find it hard to commit cannibalism for example and don't want to sully their main character's reputation by committing such atrocities. Hence the use of another character with no moral compass.
Neither the Unofficial Patchs changelog nor the wiki say that. And if anything, having the Unofficial Patch installed would remove it from the list and not add it. It is not a daedric artifact, but an aedric artifact. As it stands, the Unofficial Patch doesn't change that the bow counting for the achievement in any way.
Except the bow didn't count in Oldrim nor in LE. It may have changed and been added to the table when SE was released in 2016.
EDIT: A quick search indicated that the Bow was never intended to count toward the achievement since it's an Aedric not a Daedric artifact. It was added by USLEP and USSEP although it is debated that this is an overreach.
