there is no such thing. That's oldrim through legendary. SE has no workshop. you subscribed to something for a different game, not this one.
it could be that you're blindly stabbing at things just hoping something will work, and if that's the case, you could be making a real mess of things, Lady. you may already have completely hosed it and will need to step back and decide your best course, which might be a fresh wipe and reinstall. I don't know how technical you are but you're having problems getting SKSE going, that's not a good sign. :-( Stop confusing SE and oldrim, for one. Skyrim and Skyrim SE are two different games!
The version of skse on Steam is for old, 32-bit Skyrim only and will not work for Skyrim SE/AE.
The Steam Workshop is for old, 32-bit Skyrim and most of those mods would need to be properly converted to work in Skyrim SE/AE. The Steam Workshop will not install files to the SkyrimSE/AE folder. No mod that uses skse from the Steam Workshop will work in Skyrim SE/AE. TL;DR, don't use Oldrim mods in Special Edition/Anniversary Edition unless you know how to fix things.
Start by looking on the system tab in-game. Below and to the left of "Quit" it should say which version you have installed. If your game is up to date it will say 1.6.1170
The version of skse you should install for 1.6.1170 is 2.2.6 You can get it here https://www.nexusmods.com/skyrimspecialedition/mods/30379?tab=files or here

Note: It doesn't matter whether or not you bought the Anniversary Upgrade. The only prerequisite for using skse 2.2.6 is owning game version 1.6.1170 on Steam. Do not use any skse version or mod for skse that says "GOG". Those are for Skyrim on the GOG platform.

Because of an oddity about SkyUI's internal records, it might not work. If it doesn't work, download this and tell Vortex to let it overwrite SkyUI (it's a replacement plugin with a single corrected record).

For anything else, use only mods intended for SkyrimSE/AE in your game. Hopefully this will be enough to get you back on track.
I wish I could have found this much earlier, because you explain it well. I will have to follow you instructions later on, because I have been struggling to find any way to get SKSE and SkyUI working on Skyrim SE. I hope this doesn't get buried amongst the other threads.
I looked at my game name in my library again and it just says, "The Elder Scrolls V: Skyrim." There's no SE, LE, or anything else.
I also looked at the version in-game and it says 1.9.32.0.8.

I mean you are welcome to stay here, but most of us haved moved on to SE.
FYI:
LE refers to Legendary Edition which is just the original 32bit release with all the DLC.
SE: Special Edition is the 64bit version and all the DLC are included with the base game.
AE: Is a DLC available for SE which includes most of the Offical Sanctioned Creation Club (CC) Content. the AE Upgrade refers to the SE 1.6 and on versions which included 4 free CC.
