Just to clear up. Up to date version of Skyrim Special Edition is called as Anniversary Edition. It does not matter if you own the DLC or not.

Curren SE/AE is the most modded version. It does not suffer from 32bit memory issues and while compiler update divided the community at first, it is now considered beneficial for the modding scene.

Most mods are made for SE/AE.

Take a look here, if your favorit skse-plugins are available on your favorit game version:

Anniversary Edition is the same as special edition it is a dlc for special edition it exists on the special edition it is not a seperate edition just a dlc for special edition and the one most people play and make mods are is special edition but the orginal still has a large community but i think it might have decreased now.

The question is original vs special. Anniversary is the same as special, there's no difference in version and modding is the same for special vs Anniversary.

That being said, Anniversary/special is better for modding these days.

Many modders maintain separate mod files for 1.5... ("SE" version) and 1.6... ("AE" version). AE is the current version on steam; to get 1.5 (or SE) you would need to downgrade your game. There is a point in distinguishing between SE and AE since not all mods can be made to be compatible with AE. That being said, you will likely be better off using the latest AE version, unless you have a specific non-compatible mod you absolutely need AND know what you are doing.

That's not a difference between se and ae, that's a difference between older outdated version of se and updated se. Its no difference than talking about version 1.0 of morrowind and latest updated morrowind or literally any other game that's ever had an update

Anniversary Edition (AE) only refers to the DLC(s) with Creation Club (CC) content, either the free CC mods from the update or the full CC package from the upgrade. Whether you have version 1.5.x or 1.6.x it's Special Edition (SE). Rely on the version of your game when you want to add mods. It makes a big difference if you have version 1.6.640, 1.6.1130, 1.6.1170 or any other 1.6.x version, AE is just a marketing trick from Bethesda.
