Survival mode on?
Mod conflict is another possibility.

Not playing with any extra mods(only those issued with the game) and survival mode IS on.
Thoughts?

Survival mode has requirements to get rid of fatigue, things like eating a certain amount, wearing warm clothing and staying dry, as well as sleeping... not sure if there are any requirements above that for vampires, but fatigue is a common symptom of survival mode.

I eat until it tells me my character is well-fed. My health bar is at Max because i sleep near a fire. I am at the stormcloak base in solitude. Am currently at lvl 90 something and this problem usually goes away after sleeping 24 hrs. Not sure what to do.
Have you tried feeding as a vampire itself like biting someone and take their blood? That maybe could be a potential fix

Thanks for the suggestion but unfortunately it did not work.
This bug makes it difficult to complete this quest.

Ahh dang, if all else fails, I’d try turning off survival mode, wait for all you stats to return to normal, then turn survival mode back on and see if the bug still persists

Ok, is that outside?
apparently sleeping outside doesn't reduce fatigue, you need to sleep indoors to remove the fatigue

Sleeping outside does reduce fatigue. It just won't eliminate it entirely. Sleeping outside won't reduce your fatigue enough to get rid of all the penalties.

Sleeping indoors fixed the problem. Sleeping outdoors does not.
Thanks everyone.
