How to level up

I watched videos but those didn't help and i go to skill but get no option to level up at all.

After you level enough skills by using them you will get to raise your level. Raise them some more and get another level. Rinse and repeat.

Are you playing survival? Then you need to sleep to get the levels.

Do you know how to get rid of debilitated.

Debilitated sounds like a debuff from Survival mode, you would need to find a guide for survival mode.

1. For your first run, don't use survival mode.
2. If you do use it, then read a guide. It's not very complicated, though. Simply sleep and eat at regular times. Wear warm clothing. Warm yourself at a fire if you're cold. Don't go into freezing water.
3. Diseases are more punishing. Cure yourself immediately, that "debilitated" state is likely caused by a disease.
4. If you want to level up, then you must sleep.

In the game to level up you're character you need to click on skills button top button of the buttons when pressing tab I think or another button if you have it set as a another button it will say I think you have leveled up choose an attritube to increase and it will give an option to choose 3 stamina and health and magicka after you choose the option you should then have leveled up and gained 1 perk point and on the skills screen it will say on the top of the screen the character's level and I think also the progress to next level I think but if you are playing in survival mode then you will need to sleep in a bed I think then it should give you the choose to choose the 3 attributes.

You can deactivate that at any time, there are no downsides to it, and you won't miss out on an achievement or anything.
