Is there another Isran at fort Dawnguard? Are you running any mods? Did you cap your FPS at 60?
It's not Isran who approaches you on streets, but Durak.
did Prophet complete properly? did you get the ability to start any of the "find more DG members" side quests? if not, I would look them up, manually do 'startquest DLC1blahblahblah" then 'setstage DLC1blahblahblah 10' or whatever is the first one where he has dialogue for you. (might have to 'setobjectivedisplayed DLC1blahblahblah 10 1' or whatever # as well) and this should both snap him back to the fort and set his behaviour package stack appropriately. if you're in that cell you could also tag him so you can 'moveto' him when you go to the fort, so you won't have to go sleep while he traverses the roads...
if you want to see if it's really the Isran not "a" Isran, just tag him and compare his RefID to the one on UESP. I'm sure some NPC mods re-use NPC definitions for random immersion, but they usually check for them being done with their questy bits before putting them out in the great wide world.
