His usual spot is left and up from the gate. You can't directly see him, because there is a ledge between you.
If he wasn't there, then he must have chased after a fox. I wasn't just fooling around when I said so: Faendal has Thief role, but Hunter AI. He will hunt when not a follower and animal (like fox) comes near him. It is quite possible he ran after some animal and therefore appeared further away.
