+ Check integrity of the files.
+ Check to see if you have other sound devices. A few times Windows have defaulted to HDMI out rather than my usual 3.5mm out. Disable all but the one you use.

Yep checked integrity, Mod didnt work for me. I play with laptop speakers so no jack to worry about.

However it's not been an issue to just boost my volume up a little to a comfortable level.
If that's the case, then you'll just have to live with it I think.
But if it's so quiet you flat out can't hear it no matter what you do, that is a bit different and not something I've encountered.
bethesda games really hate some aftermarket panels, like RealTek's spatial audio thingie... just kill that bad boy right out of your task manager if you have a RT audio IC...
but if you've given up... well, damn. you're impatient. :-)
