What is the current state of Skyrim Co-op?
I've seen a few videos about together reborn but they are all from about 2 years ago.... is it improved at all, is it somewhat playable in a co-op setting....

Don't play. It is not worth any investment time or effort. The last time it got any kind of real update was over a year ago, and even then, it was less of a glow-up and more of a desperate patch job to keep the whole rickety mess from collapsing. Major bugs? Oh, they’re still there, festering like an untreated wound. NPCs vanish mid-quest like they’ve got better places to be, co-op quests break if you sneeze in their direction, and the syncing issues—sweet Talos, the syncing issues. Picture this: you and your friend are taking on a dragon, but halfway through, you’re in two different timelines—one of you is looting its corpse while the other’s still getting torched. It’s a disaster dressed up as a feature.
Don't listen to the Troll as I've been playing the with over 600 mods and have yet to have and Crashes or other issues. As for EZtoom he's been reported and blocked.

To add to my initial post, I'd be looking at together reborn as the coop mod, plus any of the mods that aim to fix many bugs(i know co-op is buggy but still) as well as some graphic enhancement mods and/or reshade. essentially a vanilla sort of game just made to look as nice as possible with maybe a few QoL mods. Nothing gamebreaking.
