And it is a bit of the SKSE team just contributing to that confusion for their own self-serving obstinate reasons.
The correct version of SKSE to use for the current version of the game on Steam is:
Current Anniversary Edition build 2.2.6 (game version 1.6.1170)
Just ignore the reference by SKSE to Anniversary Edition (because there is no such thing, there is only a AE DLC) and go by the version number 1.6.1170

But can I confirm that extra file - skse64_steam_loader.dll - that's not in the 2.2.6 SKSE download is of zero concequence?
Yes. I didn't install it.
However, everything is currently working. Only another 300+ mods to download now.
Though it was quite nice to do the original start of the game again. One forgets just how tedious the wagon ride is. But why are there only 4 Empire soldiers (One riding in front. One riding at the back and two driving the wagons!) guarding the captured Stormcloak leader, Ulfric?
As to the guards. That's one of those questions that have boggled the minds of the wise and the silly, over the years. As they say, only Bethesda knows for sure.
