Console commands disable achievements
Console commands disable achievements only in the current game session. Or if you save, will it ruin all achievements until the end of the game?

Neither, console commands do not disable achievements period.
there right at the top in the console it says that achievements will be disabled

That message is intentionally misleading, no console command disables any achievement. Skipping things through the use of console can potentially cause you to miss an achievement, but they are not disabled.

I use the console at the start of every single run I do, I change the timescale at the start of every character, and I have used to do testing, one that led to an achievement, I know from direct personal evidence that opening the console, or using a command does absolutely nothing.

Assuming you don't use unsafe commands without a save to go back to, the console can be used whenever you want.

No console commands Do NOT disable achievements but mods do. There are mods that will re-enable them with mods. do a search on Nexus
