Report a translation problem
Creation Kit (CK) is a separate download for the game here on Steam. Just remember the CK is for the most recent game version for Skyrim SE which is 1.6.1170. Once you install this you will have the CreationKit.exe and it’s .ini files and they will be installed in your Root Folder which also has SkyrimSE.exe and SkyrimSELauncher.exe.

Inside the main game folder / root folder is the Data folder for the game. Most mods are installed here as it holds the Textures and Mesh files. If it is asking for a Data Folder that is zipped. This would be the one to make a copy of / right click and select Compress to Zip file. Then you can move to where it is needed.
Like Corinze, I have no further experience with wabbajacks or similar collections, and stay far away from those.
