Where did the boots of springhilll Jak come from
This is my 4th play through for Skyrim V. I'm level 53. I'm looking in my inventory an I see these boots called Boots of SprinHill Jak, and I have no idea where they came from. Does anyone know? I do have a lot of mods but they are mostly environment. i'm guessing they might come from the Thieves Guild because I've never completed so much of the quest on past play throughs.

They are not a vanilla item. They are included in Legacy of the Dragonborn mod
It is not Skyrim 5 but The Elder Scrolls 5: Skyrim.

Boots of Springheel Jack is a reward and necessary item in a big quest chain from The Elder Scrolls 4: Oblivion.

When I searched the item along with Skyrim, the very first result pointed to the mod Legacy of the Dragonborn.

They are part of the Thieves Guild questline indeed.

In TES IV Oblivion, the previous game.

Which means that whatever you have right now is from a mod. How to know which one? Dump them into an empty container, open the console, click on that container, and enter the code showinventory. You'll get the item's ID, note down its two first characters, that's the load order of the mod they're from.

BTW Spring-heeled Jack, is actually a entity in English folklore from the Victorian times .

I found they were from the Civil War Overhal, which I just finished. I don't have Legacy of the Dragonborn mod installed, so it couldn't be that one.

And I don't have Acrobatic Boots of Springheel Jak mod either.

Do you have Grey Cowl of Nocturnal ? Because that mod has the boots in it and they increase speed by 100 % excellent for sprinting in large areas.
Fair enough. It was an interesting point in Oblivion so makes sense multiple mods would have added in a version of the boots. All we knew for certain is was from a mod as those are not in vanilla Skyrim.
in the future, if you want to know where something in your current game comes from, you can just look it up with console and then check against your mod load order; 'help "name" 4'... first 2 digits if standard ES plugin, or if it starts FE it's a light plugin so the next 3 after that, will tell you.

'help nerveshatter 4'
WEAP: (06000BE3) 'Nerveshatter'
(matches LO to ccBGSSSE025-AdvDSGS.esm)

'help "congealed putrescence" 4'
INGR: (FE001807) 'Congealed Putrescence'
(matches LO to ccBGSSSE037-Curios.esl)
These boots are from The Elder Scrolls IV Oblivion from the thieves guild questline where you are trying to steal an elder scroll with the gray fox in the imperial city and the boots you need them when you fall down after escaping with the elder scroll you obtain it earlier in the questline in a quest in a mansion in the imperial city I am not sure how you have find them in skyrim but it might be from a mod.

No, I don't have that one.

In Oblivion I loved making Acrobats gear for the steal the Elder Scroll quest so that I could keep the Boots of Springheel Jak, however they looked more like Ballet slippers than boots. As the boots would normally be destroyed if you used then in that quest to save you from a plummet down the Tower.
It's been fun reminiscing about those old days.

If you want to know where those boots come from you'll have to follow Death Approaches advice above and click on the boots with console open to see which mod created them in your game.

it was The Civil War Overhaul. I had just finished that when I noticed them in my Inventory.
