Rorikstead to the west of Whiterun has the largest amount, there are also three farm next to Windhelm that all have wheat.
Wheat is no among rare ingredients. As noted, it is grown at farms and commong product in stores.

At level 21 another mansion becomes available. Heljarchen Hall is my personal favorite and I often build just that.
GH has 38. but you need AE, I don't if OP has that. A Hearthfire home with a Greenhouse and a garden has 29.
This is a longer more relaxing experience. Not a game to try and beat within a week of getting. Think of the game focusing on the journey, not the destination.
