I can't find any other version..
1- having a too large, or too wide resolution
2- having a controller plugged in while playing mouse and keyboard
If this doesn't work, then i have no clue.
now, is there a level limit here or that I could upgrade the skills indefinitely? also, is doing that will lock me in legendary difficulty?
There is no limit, well almost. You can make any number of skills legendary as many times as you like to continue to level and gain perks. There are exactly 251 perks in skyrim, to attain them all you'd need to level every skill to 100 and be level 252, that is the soft level cap.
The actual hard cap for levels is 65,535, if one attempted to level past this, the game will crash.
Making a skill legendary, and the legendary difficulty are completely independent of one another, your skills do not affect the difficulty setting.
last thing, what does making a skill legendary get you except the skill points back?

You can raise the skill again, for progress toward leveling.
That's all it gives you. The purpose of making a skill legendary is to allow you to keep leveling. In the original version of the game this was not an option, and the max level you could achieve was 81, after leveling every skill to 100.
Now you can reach any level you desire, and only use the skills you wish to use, though some are easier to level than others and some should never be reset.
It is not, anything bound to a controller, like jump will not activate if pressed on the keyboard. You need to unplug or switch controls to do it. Why it's an issue I have no clue, it obviously works on console versions and I am fairly sure it did work at one point, Maybe that was Oldrim, but I know I made skills Legendary with a gamepad in the past.
