Which button does it say to press? and are you playing it on Steam Deck maybe and are you using mods or playing with no mods because asking this could help with this button problem

I do know of 2 reasons why other people couldn't do it, maybe look into these:
1- having a too large, or too wide resolution
2- having a controller plugged in while playing mouse and keyboard

If this doesn't work, then i have no clue.

Are you using a gamepad? There is often a problem where the controller simply doesn't work, Change to keyboard and use that to make a skill Legendary, that always seems to work.

it works now, the controller was exactly the problem,
now, is there a level limit here or that I could upgrade the skills indefinitely? also, is doing that will lock me in legendary difficulty?

You can upgrade player level indefinitely, but personally I prefer not to make skills legendary if a skill is at level 100. You have worked "hard" to get a skill to that level, but at the same time you loose every skill progress and have to start over again (a bit weird in my opinion). Skill experience level up is based on a multiplier of 25, which allows you to level up to level 81. At that point you have to make skills legendary to be able to level up past level 81. I have changed the multiplier to get beyond level 81 without making skills legendary and level up to a max of 252 and get each skill to level 100. No need to level up any further, because you're almost invinsible. Downside may be that you have to upgrade each skill to 100, also skills you don't want to invest in. Personally I see that as a challenge.

There is no limit, well almost. You can make any number of skills legendary as many times as you like to continue to level and gain perks. There are exactly 251 perks in skyrim, to attain them all you'd need to level every skill to 100 and be level 252, that is the soft level cap.

The actual hard cap for levels is 65,535, if one attempted to level past this, the game will crash.

Making a skill legendary, and the legendary difficulty are completely independent of one another, your skills do not affect the difficulty setting.

Good.
last thing, what does making a skill legendary get you except the skill points back?
why won't it stack?

You can raise the skill again, for progress toward leveling.

if you're a controller player, just map any unused button to be the spacebar key in Steam Input, that's the easiest way to legendary skills from a controller...

That's all it gives you. The purpose of making a skill legendary is to allow you to keep leveling. In the original version of the game this was not an option, and the max level you could achieve was 81, after leveling every skill to 100.

Now you can reach any level you desire, and only use the skills you wish to use, though some are easier to level than others and some should never be reset.

It is possible to just hit the Space Bar even when using the controller.

It is not, anything bound to a controller, like jump will not activate if pressed on the keyboard. You need to unplug or switch controls to do it. Why it's an issue I have no clue, it obviously works on console versions and I am fairly sure it did work at one point, Maybe that was Oldrim, but I know I made skills Legendary with a gamepad in the past.

I have no problems with it at all. The game pad does not prevent the keyboard from accepting commands in any way that I have seen.
