Alright... So I went into the game and got the option to download the upgrade. However, I had to tab out check something, and when I got back in, the option was gone. I tried quitting the game and going back in, and I don't get the Anniversary Upgrade option anymore. Is there a way to check to see if it installed it?

The Anniversary Edition Upgrade is a download item. It serves only as a "ticket" to indicate that you have this DLC. The actual files are not on Steam's server but on Bethesda's one. Their servers aren't that good ... It takes time to have it in sync with the Steam purchases and actually offering these files to you. For this, I recommend to log in to bethesda.net ingame to ensure that you have a better connection (as in authenticated) to link easily.
Yes, I created my Bethesda.net account. It shows that Steam is linked to my account. However, I still have no way of knowing when or if the upgrade will download. Now I'm looking for a way to open a ticket with Bethesda.
