These are business hours in Skyrim.
Going inside during any other time means you are trespassing.
When this happens, i wait for a day, works every-time. It's that bloody common, at least as far as me an Solitude go.
Least that happens for me.
I'm not sure why, but this has something to do with how the game tracks the time and how it interacts with NPCs. I've found that if I wait until an hour before a shop is supposed to open, exit the waiting menu, then wait again for another hour, the shops will open at the correct time. For some reason, though, if I try to wait directly until the appropriate time, the game bugs out and the shops won't open until I leave the area and come back.
It will open. It's just that if you're staring at the door, it'll continue to say 'locked' until you look away then look at it again.
