The quest "Breaching Security"

So, I'm redoing the dark brotherhood questline in Vanillia mostly, I do have skse and skyrim together installed. Although I'm not on a multiplayer server atm. And I've spent the last two hours following Gaius Maro, the assassination target, until he reaches a city. Problem? It's been TWO ♥♥♥♥♥♥♥ HOURS AND HE HASN'T LED US TO A CITY! He's skimmed past solitude, morthal, dawnstar and windhelm, but he hasn't entered any of them, meaning that I can't get the kill and the bonus pay. Now, why have I followed a skyrim npc for 2 hours for a quest that probably only takes 20 minutes? Because I am curious where he'd lead me, and where did he lead me? to a random bandit stronghold where he was getting constantly beaten up every time he got to his feet. Until I assume the bandit runs out of arrows or mana, and then he kills them.

To summarize, is this quests bonus objective possible? And is skyrim just being skyrim on my end. And the pathfinding has ♥♥♥♥♥♥ itself? I should note, I didn't loot the travel map, I don't know if that's important.

I learned now that he was supposed to stop in Solitude in morndas. It was fredas when I started this quest. I sort of figured something was up when he randomly started swimming across to the pale.

HA! Just had this same issue earlier last night. Dude did not, in any way, follow his schedule. Morndas he was just chilling in Riften. When he should have been in Solitude. Thought it was weird fluke. Reloaded and waited again. Hes was in Morthal the whole day. For a few hours trying to cut him and off wait a couple hours for him to get where he was suppose to be, 90% of the time he was just wandering in the wilderness. Eventually I caught him in Solitude. But he never actually went indoors anywhere. Just hung out in the courtyard at castle dour. Then when night came and he was suppose to go indoors and sleep. He just walked out of the city. No idea where he was going. But I reloaded that and killed him on the way out of solitude, because I figured thats the best I was going to get. Luckily the guard somehow didnt see it.

Both of you any mods? I mean if the city outskirts are modded it can throw the pathfinding off

Zero mods for me. Never had any. Aside from the stuff the anniversary edition added,

Better then me, that's actually how the quest is supposed to work, you kill him in a major city.

No, nothing that'd tamper with the city outskirts, my friend wasn't online, we weren't on the server together and he didn't have any mods at all besides the essentials for skyrim together. So basically, he had no reason for swimming to dawnstar.
