Also before playing with the console (tampering with quest stages should be a "next step" thing)... check first the circumstances. So that aforementioned perk. Do you have it? What about the quest "The Fate Of The Skaal"? Did you complete it? Also this one here below confuses me.

If you still cannot find him, then we can use the console to move you to him. If this fails, then we can conclude he's removed / dead. The text after hashtag, # is a comment, don't enter this.
The only way to have a different prefix would be if they try to remove the Update (01); Dawnguard (02); or Hearthfire (03) DLCs - which can break the game, as they are mandatory part of the game in Skyrim Special Edition.
