I think the true reason behind it is still unknown.
If that bothers you too much, you can try change some settings in your audio driver, such as enable or disable "loudness equalization"; try different output formats, like 41000 Hz, 44000 Hz, 96000 Hz, etc. - settings like that can boost all your apps/games sounds (keep in mind Skyrim it will still be quieter than everything else).
Let's check the ini file first. Ensure the game is not running. If you open an explorer, go to "Documents". Inside that, you can find SkyrimPrefs.ini at this path;
Feel free to open that with notepad (rightmouse click -> "edit" ). Scroll down till you see "[AudioMenu]" Below that, there are various audio related settings. If my memory is right, fVal2 stands for Voice. See if it is not "0.0000". If so, try to change it to "1.0000". Save your changes. Close the notepad. Launch the game. Check for dialogue sound strength.
If that did not help ... Did you have tried a different usb port? What for headset are we talking about? Does it have their own drivers/software application?
Loudness Equalization is to bring all sound equal, but the dynamic of the sound will lost because it's kinda 'artificially' bumping up the volume, and it WILL affect other app other than skyrim, same thing with 3rd party EQ
and 'Updating Sound Driver' will work, but to some spesific cases, something like they dont know ♥♥♥♥ about driver at all that they never updating it since they first bought the device

that says Skyrim SE audio it really is SUCK, so he imported the audio files from the vanilla version into his SE using Mod Manager
then i come across some video that they kind ajust upping the fval1 value in SkyrimPref.ini.. stil not working for me..
