You unlock Fences around Skyrim as you complete quests for the guild.
You can't actually sell stolen goods to the merchants unlocked in the Flagon (other than Tonilia) as far as I know.
He could also unlock the perk that allows you to sell stolen goods to any merchant in the speech tree, if he wanted.
I'll tell him to try Tonilia though, thank you.
I've been having an issue in my current playthrough where I can't seem to access either Enthir or Niranye's regular shops, only their fence shops. Only a handful of minor mods besides the unofficial patch... kind of annoying.
Does that mean my friend can't fence because he's clicking "What have you got for sale" and entering the normal shop, not aware he needs to go to the other one somehow through other dialogue?
He should be able to sell stolen items to Enthir if he's asking what's for sale. If your friend needs out help we need to know his load order.
