The CC (2017 - 2021) was additional content which Bethesda contracted a handful of Skyrim’s more popular mod makers to create for them. They were made by other people, but Bethesda gave them a rough outline of what they wanted, had to vet and sign off on what the mod maker’s submitted, and technically own those 74 pieces of content - which is why they were able to give everyone four of them for free with the 1.6 patch and package and sell them as the “Anniversary Edition Upgrade DLC”.
The VCP is for mod makers who want to sell their work. They must fill out an application, submit their mod, and it must be approved for sale by Bethesda.
It’s kind of like the original Skyrim’s paid workshop mods but with an added layer of oversight and rules to avoid the stupidity that instantly killed the workshop (like people reskinning a sword and selling it for $20).
Bethesda more or less just verifies the mod follows the rules, is an original work from the applicant, and agrees with the creator’s desired price tier and that’s it. They collect a % of each sale, but are not responsible for the mod - that falls on the individual(s) responsible for creating it.
Anyway, did you go to Winterhold to ask the Jarl there? He's the one you have to talk to first. Then you need to go back to Solitude's docks and report in, which should unlock the other Jarl quests. Just want to be sure.
Also, have you updated the mod recently? I had troubles getting through the initial "Place Items in a Box" tutorial for a while - Sha'khar would not give me the junk or follow me - but one of the updates fixed that problem.
Either way, you might have to roll back to a previous save before you finished the Sha'khar tutorial, or maybe even before meeting Sha'khar, maybe even a new game, iunno.
