You can try this command here below to advance the quest stage after killing Sahloknir. If it does not help, please reload your game save.
You can use "sqs MQ106" to have a list of stages and which stage is active (the last "1").
You could also fast travel away to Windhelm and wait a day, then travel back.
Do you have USSEP installed? It has a lot fixes involving Delphine.
1) Reload a save from before Kynesgrove.
2) Learn the "Become Etheral" shout, and have it unlocked.
3) Return the Horn of Jurgen Windcaller back to the Greybeards.
4) THEN, you can proceed with "A Blade in the Dark".
Do the quest again, kill Sahloknir, absorb his soul and then open the console. Check the sqs. Ensure that all these stages have 1. If not use, "setstage MQ106 102" to set 1 at stage 102 ect
All of 'm needs to be 1. Then approach Delphine. If the dialogue is not available, use "disable" (to stop AI processing), "resetai" then "enable".
Or force to complete the quest. But I am in doubt with this one because I cannot guarantee Delphine's state is being restored after using the commands to complete the quest and start the next one.

First step is to complete the quest. Verify with sqs that all stages I mentioned and 200 is set to 1 (170 must be 0). If you have done that, start the next quest by
But here, you need Delphine again. Give it time to see if she travels back to Riverwood (the quest journal instructs you to go there + places a marker there). If not, you can use moveto command (to that inn) and wait 24h somewhere else (eg in whiterun itself)
Reloading a previous save is probably the only option. Otherwise, it's a mod issue.
Using SetStage on the MQ is generally a bad idea. Yes, there are exceptions to that but for the most part... the MQ doesn't work well that command. There's too many moving parts, so to speak.
