I would go directly to Silverlock.org and match the version needed for your game version.
Do you at least get a log file for SKSE in ...\Documents\My Games\Skyrim Special Edition\SKSE ? If so then check what it says.
Once install Vortex will also alert you when there's a new version of SKSE64 for your game.
