Because I'm using Immersive Citizens AI Overhaul with Bijin myself, and my Riverwood doesn't crash.

Finally, if you are using NPC AI modifiers (such as Immersive Citizens and AI Overhaul) they are incompatible, as they are changing the same things

And since removing IC seems to have fixed OP's problem, there's definitely a incompatibility somewhere. And I can't think of any other than NPC Overhauls, since AI mods do infact make changes to NPCs themselves.
There's a reason you always need like 5 compatibility patches for NPC overhauls and for things that don't seem to have anything to do with them.
But if Removing Immersive Citizens fixes it, then that is the way to go - just remember that you need to roll back to a save made BEFORE Immersive Citizens was installed, or you will bork your game.
