Family heirloom quest bug

so im trying to complete the game right and i get this quest but there is no marker on the map showing where to go at all to get the "war axe" the quest says its in hag rock redoubt but i have no clue where it is in there can someone help

I looked this one up and im trying to use console commands to correct it but it still doesnt work somebody please help

Oh wait i see what you mean, no to be more clear I dont know where the "war axe" is cause it does not say, not Hag Rock Redoubt

nope its still not there, so im just wondering can i physically not complete the game now fully
