How to fix, move the game folder out to the drives root folder.
yup.
Your error is this: Access to the path
'C:\Program Files (x86)\Steam\steamapps\common\Skyrim Special Edition\Data\tools\GenerateFNIS_for_Users\temporary_logs\defaultfemale.xml'
Meaning you have SSE installed in x86.
Uninstall and change your steam game library to be outside of program files or move out of Program Files x86.

But Short Answer is this:
The reason it is recommended that Steam be moved out of it's default installation, C:/Program Files (86) is that Windows UAC will often block you from making changes to program files and you will then have to run the program as an administrator. Windows can get very leery of you making changes to program files.
So you can either setup your Mod Organizer to run as Admin, and SSE to run as admin, or move it out. Your call

Also, if you are having issues in FNIS, you will still have the same issues in Nemesis - installing Nemesis, for example, is not going to fix the above problem, nor will it fix not having the proper pathing, nor having incompatible animations. The only reason so far to use Nemesis is if you have one of the few mods that actually have it listed as a requirement (and so far, there are relatively few).
Nemesis may be great, but a blanket statement of all FNIS mods will work with it is obviously flawed, and I have seen threads were a mod will not work with FNIS but not Nemesis (the only solution was to remove Nemesis and put FNIS back in)..... so not entirely true.
In the mean time FNIS is fine and just because Fore retired does not mean there is not support. Fore left the following message on the FNIS Nexus page:
All my mods, and in particular FNIS, FNIS SE, and FNIS Sources, are passed over to "The Care Taker", and are fully owned now by "Nexus Mods".
Furthermore as has been the case for some time now on the FNIS site (just like many other mods) the community does a great job answering questions, that has not stopped.
