Can't talk to NPCs in college of Winterhold
I don't even know when exactly it started, but I've just finished "Cleanse the Focal Points for Magical Energies" quest and was going back to Drevis Neloren and when he's in front of me, I can see "E (talk)" icon with his name, when I press E he's just saying something "random", but there is no dialogue.
I thought "Ok, maybe I just should proceed with other quests and it will "un-bug" itself", but couple quests later, when I had to talk about scrolls with Urag gro-Shub, I had same problem with him too. And just everyone around actually.
I was re-installing the game, which didn't help.
I was checking local files integrity - nothing there too
I was trying to load game save right before "Cleanse the Focal Points for Magical Energies" quest, complete it again and still the same problem (unfortunately other "closest" game save will roll me back to like 10h of gameplay, which I would like to aviod)
I was trying to install USSEP mod, but it didn't help either (at least with my current saves)

Does anyone have any ideas what can help here? Or at least some workarounds.

P.S. I have no mods at all, just vanilla Skyrim Special edition

Was a mess, you had a working game but decide to resurrect your save by reinstalling, why?

There is nothing wrong with any of my saves. I have a bug with NPC, which I can't interact with.

That's exactly what I was hoping for: that it'll fix my problem, but it didn't.

I just wanted to clarify that my "bug" originates from vanilla version and can't be caused by any mods

Next time you start a new game if there is a next time make sure you install the USSEP and SSE Engine Fixes. They are not cure all end all problems type mods but then again they do not exist. But if you install them (and their requirements) before you start a new game they go a long way towards improving your overall experience.

as said, installing them after the fact does not retroactively fix problems.

Open up the console, click on the NPC in question, type in "disable" and press enter. Then type in "enable" and press enter and see if you can talk to them. It's more of a last ditch effort before you can scrap your save.

Just a reminder going forward as we all all had to learn the hard way at one time or another.

Save early and save often.

even after knowing to do so we still need to go to the school of hard knocks for it to really set in.

Ok, bug actually really "un-buged" itself. Seems like I was able to travel to the College of Wniterhold despite it was "blocked" by Ancano's "barrier", so after I've got Magnus' staff and defeat Ancano everyone can talk to me again.
