There are a few uninstalled that just sit in my library but i don't thing they matter.

I just use the in-game menu
I'm trying to start a new game.
What you need to do is deactivate all of them, and start the game, if it starts then you can add a few at a time, so if you get it not starting you'll know which mods are the culprits....
That said most modders don't use the built-in modding system, because it can remove mods at any time, which means you need to start a new game, because removing mods makes saves useless. We use Nexus instead, with a mod manager like MO2 or Vortex, which allows you to make backups of the mods, so if anything happens you can restore it with said backup.

Finally, start small - just add a few mods at a time, test, and then play for a while to ensure there are no issues - don't fall into the trap of adding a bunch of mods and then trying to play. And, very important!!! For most mods, once they are added, they cannot be removed and play continued on that save - you have to roll back to a save made before that removed/disabled mod was installed, or start a new game - absolutely no ifs, ands, or buts about it. So make sure you make a manual save before adding anything, and save often (manually) while playing.
