If you are using mods that add NPC's (this includes creatures) then Actor Limit Fix can help with this. The mod needs to be updated for game version 1.6.640 but that update is coming soon.

If you got NPCs spawning in midair then you got creatures doing it too. Likely there is a conflict you need to fix.
